The TPA shall promote efficiency and economy in government through
the improvement of public services and reduction of expenditures toward
the goal of reducing taxes without impairment of services; it will conduct
research into governmental policies, planning, procedures, organization,
finance and like matters, and keep the public continuously informed
as to findings; and shall be politically non-partisan and represent the
interests of the general body of citizenry in opposition to governmental
extravagance and mismanagement.
