October 15, 2004: The Taxpayers Association of Cape May Board of Directors meeting was called to order at 4:00 PM with Pledge of Allegiance to the flag. Roll Call:
Minutes of the September 17, 2004 meeting were read and approved as corrected. Treasurer’s report of September 17, 2004 was read and approved. The treasurer has requested authorization to spend a maximum of $150 per month for operating expenses without Board approval. This was approved on a motion by Dagmer Chew with a second by Audrey Conant. This will be recorded on the Monthly Treasurer’s report. President’s Remarks: Unfortunately, Board members Al Beale and Barney Dougherty have resigned due to work demands and relocation. Their resignations were accepted with regrets. Our top priorities will be to increase membership and to develop a strong, working Board of Directors. These members have accepted the following positions: Audrey Conant – Recording Secretary with assistance from TPA member
Judy Lord. These members have accepted the following Initiative Committees: Tony Williams – Lower Cape May Regional School Funding Dagmer Chew will coordinate Board Member’s attendance at City Council meetings. Mike Shouvlin, TPA member, will be the liaison for the Village Green/Cottagers Groups. Committee Reports: 2% Accommodation Fee - City Councilman, Jerry Gaffney, provided information regarding income. $177,000 was received from July 2004 receipts. Bruce McLeod’s estimate for 12 month income is $685,000. Lower Cape May Regional – The Board restated its commitment to this funding issue. Letters have been sent between Cape May City Council and NJ Commission on Education and the NJ State Deputy Attorney General. Content of these letters will be reported at the next TPA meeting. Councilman Gaffney stated City Council is considering inviting Attorney V. Gagliardi to reexamine the issue. An open public meeting is possible. Private Use of City Facilities – Councilman Gaffney stated he will present a recommendation on this matter to City Council at budget time. Cape May Elementary School – Pete Iurato reports the School Board is anticipating figures from the State to begin budget talks. There is a $352,000 fund free balance to apply to the 2005/2006 budget. The Coast Guard Federal Impact Aid is $790,000. Presently, there are 193 students vs. 227 students at the end of last year’s session. CMES was not picked as a Choice School. A draft letter by Barney Dougherty is to be sent to Congressman LoBiondo requesting a meeting with him and TPA regarding insufficient Federal Impact Aid. Technology/Communications – Rich Reinhart reports our web site “capemaytaxpayers.com” is up and running. Use by members is encouraged. Ads have been placed in the Star and Wave announcing our meeting dates and publicizing our web site. Convention Hall – No report. Beach Replenishment – No report. Village Green/Cottagers – Mike Shouvlin stated both organizations are anxious to work with TPA on city issues. The Cottagers Association has a standing legal committee. Nonconforming Use Property – There was much discussion on this topic. The underlying issue is whether the TPA should involve itself with quality of life issues (i.e. zoning) or should it limit itself to a more narrow focus of financial issues. This topic was tabled for further discussions. Old Business – Mr. Paul Johnston spoke to the Board about the sand dunes encroaching on his property. The Board unanimously declined to address this issue, although pointing out members are free to act as individual citizens. Will Kahane announced the State has a Solar Energy Program for homeowners.
