November 17, 2006: Call to Order; Pledge of Allegiance; President's Remarks.  October  20th minutes approved.

Budget:

Budget 2007 – went back expanded

2004 - $8313.19
2005 - $7100.16
2006 - $9100.00

This year, $9000 - $10,000 expanded mailings; #10 envelopes + return envelopes; Motion made and approved

Lou Corea – Revit. Comm. Sub committee report back each month; looking for individuals outside of Revit Comm; Dept. of Educ. Coming up with a new formula for funding – several months away

Dennis – Sept. CM Bd. Mtg. - $8500. state aid per student ; minimum number of students 18 per class; enrollment continues to shrink

Lou Corea– working on budget; dept. heads recommended budget to Council by 1/10; Rhodeside & Harwell returning in January ; additional conceptual plans; will give some input on mall, etc. but ultimately comes down to Council

COAH – contract with Scangerello will come back with estimate; find out how they came up with the formula & figures; Dec 1st reading; Hotels to condotels – problem when becomes permanent housing – usage

Public Session:

Barbara Skinner – question about TPA – any opinion on Wise Property?

Jack W – TPA should not get involved

Dagmer – Power & Light responsible for cleanup - should have approved with provision of EPA Board - decided all will not look into this.

The main issues for TPA Board:

1) Revitalization Committee
2) Educational Committee\
3) COAH Committee

Old Business:

Dennis – CMES – reducing tuition costs – 2nd reading unanimous

Testing results – 106 students tested

Supt. Indicated with turn over rate of 49% difficult for testing

Hugh – Revitalization – Mall plans duties of Committee communicating with Rhodeside & town – need to send them more details

Rhodeside – 6 critical elements of city could be unproved

Revitalization – get people to talk + listen to them – and come up with “cost” – TPA must support + question Revital. Comm. = give ups information – make some hard decisions – TPA watchdog group

Dennis – COAH – reach out to houses where people are not there – 55% vacant. Accessing eyes + ears of those taxpayers

New Business:

Sturdy Bank – our work sessions Valentines Day – thank you

Fruit basket with note of appreciation

Committees:

  1. Dennis – report of website / Chairperson of Education Funding
  2. Hugh – revitalization Chairperson
  3. Bob –COAH - Chairperson

Wm. Murray approved as member of the Board; Approved Press Release

TPA website – Board members check website + bylaws for next work session

Bob Steenrod – checking with Sturdy to see if our work sessions could be opened to the public
