November 19, 2004: The Taxpayers Association of Cape May Board of Directors meeting was called to order at 4:00 PM with Pledge of Allegiance to the flag. Roll Call:
Minutes of the October 15, 2004 meeting were read and approved. The Treasurer’s report was also read and approved. Nominations – Bob Fite: Kathleen Wyatt – accepted; Ed Hutchinson – accepted. Committee Reports: Village Green and Cottagers - Mike Shouvlin: Reported on Steve Steger’s proposal for beach and Village Greene, (more and more rentals without mercantile licenses). COCA has many interests - Bay Water Alliance, Helping Coastal Waters clear, Audubon Society and Eco Tourism. They meet the 1st Thursday at Crest Haven and “all are encourage to attend”. Bob Fite presented a plaque to Barney Dougherty in appreciation of his 25 years as Fire Chief, tenure on the planning board and as a former Director and President of the TPA. Lower Cape May Regional - Tony Williams: “The Ball is in City Council’s court now”. There is a need to set up a town meeting and get Attorney Vito Gagliardi (who is experienced with unfair taxation) down here. Gerry Gaffney is going to make a resolution that the subject be on the agenda for the next council meeting. Rich Juliano is hoping a town meeting will encourage people to attend. Member Council – Bill Smigo: The Newsletter should be ready November 22nd. We have decided to put a question in the Newsletter regarding the 2% accommodation tax. An income of $177,000 in July and $210,000 in August covers about 50% for the year. Nothing was specified as to how it will be spent. Our President, Rich Juliano feels that Council should give their opinions. City Council representative Jerry Gaffney said that Gov. McGreevey stated that the 2% room tax should go into taxes budget – cannot go into tourism. Tourism monies must be grants, etc. Bill Smigo will solicit council on their thoughts. East Cape May Development - Dagmar Chew: Jerry Gaffney reported that they are close to obtaining property except for 42 units. Lou Corea is working very hard. The ball is in the owner’s lap right now. Tech Committee – Rich Rinehart: “Going well.” Cape May Elementary School – Pete Iurato: The school was chosen for Governor's Excellence Award and will receive a $25,000. check. It is the only school in Cape May County selected. Budget discussions begin in December. Beach Replenishment – Will Kahane: Entire project should be finished by the end of January. Convention Hall – Rich Juliano: The building is structurally obsolete and Rich is in favor of a new hall. But, where are we going to get the money – approach the redevelopment authority? The city is trying to get monies – a grant – to hire someone to do a study and fill out applications. Old Business - Will Kahane: Board positions or redevelopment of non-conforming use of property should be on an individual basis. Should we include this in our member newsletter? No! New Business - Employee sharing of health insurance costs should be part of any new labor contracts negotiated by the city. The City pays 100% now.
