December 17, 2004: Call to Order by President Rich Juliano, 4:00 PM; Pledge of Allegiance. Roll Call:
Administrative Business: A new Board roster was distributed and new members Kate Wyatt and Ed Hutchinson introduced. Minutes of the November 19, 2004 meeting were read and approved on a motion by Rich Reinhart and seconded by Dagmer Chew. The proposed budget was presented by by Rich Juliano and approved by all. Committee Reports: COTTAGE GREEN/VILLAGE GREEN - no report. LCMR COMMITTEE - The TPA Board is pressing for an open meeting with attorney Vito Gagliardi. This is a top priority. A letter drafted by Tony Williams was read. Rich Juliano will draft an addendum clearly stating the Board’s desire for an open meeting. It will be emailed to Board Members for approval. The approved letter will be sent to the City Manager with copies to Council Members. MEMBERSHIP - Bill Smigo reports that the membership letter is at the printer and will be ready about December 23. It will be sent out after the holidays. 2% TAX DISTRIBUTION - Bill Smigo stated that City Council members were sampled by the TPA and it’s felt that Council is split on the distribution among tourism, tax relief and infrastructure. Linda Steenrod, current Chamber of Commerce President spoke to the Board requesting cooperation between the Chamber and the TPA to make a stand regarding expenditure of the 2% tax revenue. Ms. Steenrod reports the Chamber’s position is that percentages should go to both tourism and to reduce the burden of individual school taxes. It is estimated that there will be an additional $50 fee for mercantile licenses this year with home rentals included. A tourism committee will be named with 5 members, 4 of whom will have mercantile licenses. EAST CAPE MAY DEVELOPMENT - Dagmer Chew reports no resolution up to this date. There has been no response from Mr. Brodessor regarding this position. TECHNOLOGY/COMMUNICATIONS - Rich Reinhart stated that about 60 people visit the TPA web site each month CMES - The State is lowering the 2 1/2% cap used in school budgets for administrative costs. Cape May Elementary will have to comply. The teachers have been working without a contract due to an impasse in negotiations. BEACH REPLENISHMENT - Will Kahane reported that the Cape May City beaches are completed, and Cape May Point will be completed by the end of December. The “Meadows” (area formally South Cape May) has not been done because of a problem with the release of funds. The Army Corps of Engineers will leave and costs will be high to re-start unless this money is made available now. Mr. Kahane will draft a letter to Senator LoBiondo to seek his assistance to complete this project now. CONVENTION HALL - Rich Juliano reports that the City has received a $40,000 grant from the State to conduct a feasibility study and supply information required by the CRDA. OLD BUSINESS - City contracts are being negotiated now. The TPA suggests that employees share in some of their health care costs. Presently, both employees and their dependents have no co-pay. Discussion followed and it was decided that the total savings to the taxpayers is unknown. Quantitative data would be needed from the City. There were no volunteers to research this, so the issue was closed. NEW BUSINESS - Bill Smigo suggested that the TPA come to a consensus about the recommendation for expenditure of 2% accommodation tax revenue. Mr. Juliano stated that this question is on the letter being sent to the entire membership and when these letters are returned and reviewed, the Board will consider their responses before a decision is made.
