Public Session

City Manager - Lou Corea

Budget Meeting work session public portion in April – D. Crowley to attend to provide TPA input to budget

Budget scheduled for adoption – April 17th

Formed a new task committee – Revenue Committee

  • TPA and other public members invited to join to find additional sources of revenue to offset spending—for example, infrastructure and Revitalization; example, parking meters, license fees,
  • Dennis Crowley, TPA Liaison to new Revenue Committee
  • TPA Budget Statement circulated at City Council

Water and Sewer – self-liquidating budget. Water – 1998, Sewer, 2002

  • New ordinance introduced to council at public meeting in order to get First Quarter’ Sewer bills to property owners.
  • City trying to remediate sewer to diminish sewer rates-this will help
  • Sewer use tied to sewer charge; peak, non-peak
  • Water usage is up due to tourism, increases water bill to all
  • Revenue increases, thus accelerates self-liquidation

Audience Questions

TPA Board Question - S. Todd; Does City have a Grants Coordinator?

  • $4,000 for operating and expense; consultant is used; City Manager actively searches for grant money for city

TPA Board Question - D. Crowley; When is Rhodeside and Harwell meeting scheduled?

  • Response – March 13, and March 14th

Audience Question - Fines collected?

  • Response--Not relevant to TPA Meeting

Audience Question - Leasing tents on the beach?

  • Response –TPA requests Person to present question in writing for review by TPA Board.
  • Comment by Dennis Crowley—lets consider if there are issues that would affect taxpayers.

Audience Question - Can anything be done to regulate the number of trash trucks varied and individual pickups?

Committee Reports

1. Crowley, Dennis – Educational Committee

  • Dennis, Tony Williams – A Taxpayers Perspective on School Taxes – Motion Approved to post on Web Site- yes
  • Dennis and Tony to continue to meet with School Board and engage them in collaborative efforts; will try to get draft of School budget
  • Tuition Marketing Plan; Has tuition been analyzed to show expense being covered?
  • Dennis reviewed steps to approve budget
  • Dennis and Tony to continue to research information for TPA
  • TPA to take a position on school budget

2. McCauley, Hugh – Revitalization Committee

  • Kate Wyatt to coordinate with City Manager on obtaining RVC Committee reports to post on TPA web site; also on City website
  • Steve Todd Question—Who will summarize the RVC output for taxpayer review?
  • McCauley, Hugh –Convention Hall Subcommittee
         ~ TPA President assigns alternate to Dennis Crowley
  • Murray, Bill – Parking & Traffic Subcommittee – no report

3. Steenrod, Bob – Collation of Affordable Housing (COAH)

  • Bob Steenrod reported; see newsletter for detail

4. Dagmer, Chew/Wyatt, Kate – Update on Website

  • Bios – Final and Completed for Posting – Last Call
  • Kate Wyatt will finalize and send to WebMaster for posting 2/19

Old Business

5. Review and Approve Winter Newsletter – Finalize for Printing

  • Expanded Mailing Labels – Pete Iurato (LOA)/Bob Steenrod
  • Stuff Envelopes – Audrey Conant and Ray Maher
  • Pickup at Printer--Take to Post Office – Ray Maher
  • Winter Newsletter target mail date – 2/28/07
  • Tabulate Convention Hall Survey – Yes or No?
         1. If yes, we need a volunteer
         2. If no, we will deliver as received to City Hall
              ~ Motion Approved – to send to City Hall without tabulation.

6. Review and Approve – Perfect Storm for publication – Dennis Crowley

  • Star and Wave, Herald, Web Site. Press – Motion Approved to publish

New Business

  • VanDrew/Albano Project – Dennis Crowley, Chairperson ¼ page ad in Star and Wave for 3/16 meeting
